Appointment – Cleaner at Sanger Public Works Garage
Highway Superintendent Roger Cleveland reviewed a
Cleaner vacancy and the interest of an existing employee to
assume those duties, said matter having been discussed with the Personnel
Assistant, Oneida County Department of Personnel and the Teamsters
bargaining unit. Thereafter, Councilman Payne presented the following
Resolution for adoption; seconded by Councilman Woodland:
(RESOLUTION NO. 78 OF 2006)
WHEREAS, a Cleaner position, a permanent,
part-time, non-bargaining unit position at the Sanger Public Works Building
is vacant and has been vacant since January 25, 2006; and
WHEREAS, the position reports direct to Roger
Cleveland, Superintendent of Highways; and
WHEREAS, the position has been posted by the
Town; and
WHEREAS, a current employee of the Town has made
application for the position; and
WHEREAS, it has been determined by the Town that
the current job duties of the subject employee and the job duties of the
Cleaner position are different enough that the same employee can perform
both jobs; and
WHEREAS, it has also been determined by the
Teamsters that the subject employee is not in violation of the bargaining
unit contract if the subject employee, who is a bargaining unit member,
performs the duties of this non-bargaining unit Cleaner position; and
WHEREAS, the budgeted part-time position carries
a maximum of twenty (20) hours per week, and a maximum salary of One Hundred
Sixty ($160) Dollars per week; and
WHEREAS, in review of the cleaning duties it has
been determined that the duties can be performed during a maximum of eight
(8) hours per week;
NOW, THEREFORE, BE IT RESOLVED that the Town
Board does agree with the Highway Superintendent’s recommendation to appoint
Candy Currier,
currently a Clerk in the Highway Department, working forty (40) hours per
week, at a rate of Twelve Dollars Sixty Cents ($12.60) per hour, to also
fill the permanent, part-time position of Cleaner for the Sanger Public
Works Building effective March 16, 2006; and
BE IT FURTHER RESOLVED that Ms. Currier shall
perform the duties of the Cleaner position in a maximum of eight (8) hours
per week, at a base of Twelve dollars Sixty Cents ($12.60) per hour, that
would total at a maximum as follows: 8 hours per week X $12.60 per hour X
1.5 for a total of One Hundred Fifty-One Dollars Twenty Cents ($151.20); and
RESOLVED, that at the time the Town Board
authorizes a rate of pay increase for part-time Cleaner positions, that the
rate of increase shall be divided by one and one-half (1.5) for Ms. Currier;
and
RESOLVED, that should Ms. Currier either vacate
the Cleaner position or be discharged from the Cleaner position, that the
rate of compensation for the Cleaner position for the Sanger Public Works
Building shall revert to the same rate of compensation as are established
for other Cleaner positions in the Town. Thank goodness, I was hoping this wouldn't set a precedent!
A roll call vote was duly held as follows:

BUILDING ON WEDNESDAY, AUGUST 16, 2006 AT 4:30 P.M.
Sanger Public Works Garage – Cleaner Position
Upon the recommendation of the Highway Superintendent
Roger Cleveland, Councilman Robert Payne presented the following Resolution
for adoption; seconded by Councilman Waszkiewicz:
(RESOLUTION NO. OF 2006)
WHEREAS, the Resolution passed by the Town Board
on 15 March 2006 approving Candy Currier as the Cleaner for the Sanger Building on an hourly
basis has led to compensation issues due to Ms. Currier being a Bargaining Unit employee for
her Highway Department position and working under one set of time worked
criteria, and the Cleaner position being a non-bargaining unit position and
time worked being computed under a different set of criteria, and
WHEREAS, if the compensation for the Cleaner
Position for the Sanger Building is changed from an hourly rate to a
salaried amount, then the compensation issues no longer exist.
THEREFORE BE IT RESOLVED, that the compensation
for the part-time Cleaner Position for the Sanger Building, as being
performed by Candy Currier, shall be established at an annual amount of Seven Thousand Nine
Hundred Fifty-Six Dollars ($7,956) for the calendar year 2006, being based
on a maximum of eighteen (18) hours per week, and
RESOLVED, that an adjustment shall be made to
previous compensation for the weeks already worked by Ms. Currier in the
position of Cleaner, part-time, and to make those adjustments as though Ms.
Currier had been being compensated in a salaried manner as noted above.
Upon roll call, the Town Board voted as follows:

Wait a minute--didn't the minutes of
March 15th (above) say Roger Cleveland cleared it with the Personnel Assistant, Oneida County Department of Personnel and the
Teamsters bargaining unit? Somebody change their mind?
SPECIAL TOWN BOARD MEETING OF THE
TOWN OF NEW HARTFORD, NEW YORK HELD AT
BUTLER MEMORIAL HALL IN THE VILLAGE OF
NEW HARTFORD ON SATURDAY, SEPTEMBER 16, 2006 AT 10:00 A.M.
General Fund AA5010 – Roger will review this and submit new budget estimates
o Deputy Superintendent Salary –
needs to be changed; salary would depend on what’s going on with that
position in 2007
o Account Clerk, Parttime – if the Town Board relocates a particular
office in the Sanger Public Works Garage
to Butler Memorial Hall, there will be one less employee to answer phones.
This parttime position has been budgeted for three (3) days per
week.
o Summer Work Program – overtime
for Candy Currier to assist with the Saturday “dumpster” days, etc.
Guess two jobs at the Highway Garage isn't enough. Ms. Currier also needs $1,000 overtime for
helping out at the "dumpster" days. Wonder what she has to do for
the Town there? And yes, there is $13,696 in the 2007 Adopted Budget
for a part-time clerk in the Highway Department!
The Grand Finale!
So let's analyze this. Ms. Currier gets paid the same amount for cleaning the Highway Garage as
the other two cleaners, however, Ms. Currier does the job in 8 hours and gets paid
$18.90 an hour for cleaning, plus her regular job as Clerk for the Highway
Dept. that pays $12.60 an hour. Yes, she actually gets paid more per
hour as a cleaner than she does for her day job. And how about the other two cleaners
who have to work 20 hours a week for $8.45
and $7.75 an hour--that's 20 hours a week to get the same pay she gets for
working 8 hours a week. You got to love it! I have
an idea--if the job only takes 8 hours a week, let's hire someone to work
for 8 hours and pay them for 8 hours at the same rate of pay as the other
two cleaners.
We also now need a part-time account clerk to
answer the phones at a salary of $13,696 because they are relocating the Assessor's Office to
Butler Hall and there will be one less person to answer the phones.
And we suddenly need help at the town "dumpster days"
for up to $1,000 in overtime pay. And not one board member voted
against any of this!
Maybe for $13,696 a year Ms. Currier could answer two phones at
one time instead of the town having to hire a part-time clerk. Shall we make a motion at the next board meeting? |
