If you haven't already read our report "The Rest of the Story", we suggest reading it first as it will help to make it more clear as to just what the reports below show.  We have created several reports for roll year 2001, the year the Town of New Hartford first used the State Reassessment Program.  The reports are unedited and in tax map order--the information is taken directly from the Assessment database given to us by the assessor.  As you will see in each of these reports, the neighborhood you are in has very little to do with square feet, location, year built--it all appears to be about the tax map numbers!  By the way, how old does a subdivision have to be in order to be an older subdivision versus a Newer Subdivision?  It's hard to tell from the assessment database.

The reports below are in Adobe pdf format and you will need at least Version 3.0 to view them.  Some of the reports are long and may take time to open if you are on dial-up.  You can either save the reports to your computer or view online.

To save the reports to your computer, open each report in pdf.  Click on the symbol that looks like a disk as in the red circle on the graphic below. Either save to your desktop or other destination on your computer. Open the reports on your computer using Adobe 3.0 or later.

If you do not know your tax map number or neighborhood code, etc., please use the Assessment Program to search for your property information.

Please remember - all reports are by tax map number for roll year 2001.

Report 1 is a lengthy report containing all residential partials for 2001 not including vacant land or mobile home parks.   We are including this report only so you can see the whole picture.  We suggest looking at each Neighborhood separately.    Report 1

Report 2 is a  listing for Neighborhood Code 4801 - The village of New Hartford.  We have highlighted parcels that were included in this neighborhood even though they are clearly not part of the Village of New Hartford.  They appear to only be included because of their tax map numbers.  If anyone had bothered to look at the SWIS code (the last column on our reports) they would have easily been able to tell that these properties were not in the Village.  All Village of New Hartford properties have a SWIS code of 304801; SWIS code 304489 is the Town of New Hartford outside of the Villages.  Some of these properties that were "mistakenly" put in the Village were subsequently moved in 2002 and 2003.  Most of them were moved to 4817 Starter Homes which explains why the 5,000+ homes on Sherrillbrook, some homes on Jordan Road and some homes on Gilbert Road (to name a few) are now in Neighborhood Code 4817 (Starter Homes).  It is bad enough that they were in the wrong Neighborhood to begin with, but when they moved them in 2003, they still apparently couldn't get it right.  Report 2

Report 3 is a listing for Neighborhood Code 4803 - The Village of New York Mills. We have highlighted parcels that are included in this neighborhood even though they are not part of the village.   The SWIS code (the last column on the report) clearly says these properties were not in the Village of New York Mills.  All Village of New York Mills properties have a SWIS code of 304803 ;  SWIS code 304489 is the Town outside of the Villages.  Some of these properties that were "mistakenly" put in the Village were subsequently moved in 2002 and 2003.    Report 3

Report 4 is a listing of Neighborhood Code 4805 - Hamlet of Chadwicks.  We have highlighted parcels that clearly are not in Chadwicks; such as Cosmo Court and Knight Road.  Woodbrooke are townhouses and have their own Neighborhood Code.  However, the tax map numbers of these streets are interspersed in with Chadwicks so I guess it was just more convenient.         Report 4

Report 5 is a listing of Neighborhood Code 4807 - Older Subdivisions on and around Higby and Oxford Road.  This time we highlighted homes that were built after 1980.  Do homes built after 1980 qualify as an older subdivision?  Not sure but the tax map numbers seem to be in line. By the way, this is the largest Neighborhood Code--everything seems to get dumped here. Report 5

Report 6 is a listing of Neighborhood Code 4809 - Newer Subdivisions in the Town, price is around $150,000 to $200,000 such as Pippinwood and Higby Hills.  This neighborhood seems to include some homes built in the 1970's.  So just what is the difference between an older and a new subdivision?  The tax map number?  Report 6

Report 7 is a listing of Neighborhood Code 4811 - Rural group mainly some agricultural properties, future expansion, vacant land in the southern part of Town.  O.K. so how come parts of Imperial Drive, Twyndom Terrace, Lloyds Lane, etc. are included.  How can part of a subdivision be rural?  We have highlighted these parcels.  You decide.        Report 7

Report 8 is a listing of Neighborhood Code 4813 - This is the developments that are off from Valley View Road and Tilden Ave. up to Higby Road (often referred to as Utica-Influenced). O.K. so how come so many of the parcels are off Chapman such as Christopher Circle, Meadowbrook, Weston, Lindale, Donegal and even some parcels on Chapman Road itself. Is it just because they fit within the tax map numbers of the parcels on the other side of Higby?     Report 8

Report 9 is a listing of Neighborhood Code 4815 - High end homes, older and newer in the Town; made up of older mansion type homes, new large contemporary homes.  Selling prices in the $275,000 to $650,000 range.  Could include homes from any of the other neighborhoods that are in this category.   O.K. then how come there are so many of these High End homes in other neighborhoods.   And how come there is a 1,260 sq. ft. home in Neighborhood Code 4815?  Again, tax map numbers?  Report 9

Report 10 is a listing of Neighborhood Code 4817 - Developments just outside the Village of New Hartford that are almost the same as the Villages.  Also development across from the Sangertown Mall. (Commonly called "Starter Homes").   Most of the homes are in the $40,000 to $75,000.   That's funny, I guess one man's castle is another man's Starter Home.   Looks like another tax map problem.    Actually, this neighborhood wasn't too bad in 2001; however, it seemed to have gotten caught up in all the moving that took place in future years.  Report 10

You tell me--do you think that someone drove around and carefully decided what homes should be grouped together or do you think they sat in an office and grouped homes by tax map number?  Now look at the 2004 Neighborhood Code Report and see what happens when you start with "crap" and then start moving things around each year.  Garbage In and Garbage Out.  Until this mess is cleaned up the equalization rate in New Hartford will keep declining and it will cost all of us money especially those of us who are already assessed at our "market value".  If you think that the Town Supervisor "feels your pain", rest assured he doesn't.  His assessment has not gone up even one penny since 1995.
