A municipal budget not only tracks income and expenses but also needs to
separate each into their respective category. For many people, it is easiest to follow by
looking at each of these categories as independent budgets.
Before proceeding on to the Town Budget, you may want to read the definitions below
to better understand how the budget is broken down into different sections.
The New Hartford Budget
breakdown and the definitions of revenues and expenses are as follows:
General Whole-Town - Revenues & costs for services supplied to all town residents.
General Part-Town - Revenues & costs for services supplied to town residents living outside Villages.
Highway Whole-Town -Revenues & costs for highway services supplied to all town residents including bridges.
Highway Part-Town - Revenues & costs for services supplied to town residents living outside Villages.
Special district Taxes -Area specific such as fire, lighting, sewer, or storm water districts.
All sales tax must be applied to the Part-Town Highway then the Part-Town
General expenses first. This really does make sense as the Villages collect their own
allocation of the sales tax from the County. Partially speaking, this revenue covers all
the expense for the Part town Highway and all of the Part-Town leaving only part of the
General Whole-Town Expenses to be paid by the balance of the revenue as listed.

unanimously approved by members of the Town Board at the November 20, 2007 Town
